CONVERSION AND MANAGEMENT OF LOCAL AUTHORITY OWNED BUILDING TO PROVIDE EMERGENCY ACCOMMODATION FOR HOMELESS HOUSEHOLDS The London Borough of Sutton, Adult Social Services Housing & Health directorate is seeking expressions of interest from suitably qualified and experienced organisations to work in collaboration with the Council to provide emergency accommodation for homeless families by converting, maintaining and managing an existing council-owned building. Due to increasing demand, homeless families are currently being housed in bed & breakfast accommodation outside the borough. The intention is to provide a maximum number of 43 units of self contained studio accommodation in varying configurations within a former borough care home; grant a lease of 10 years and for the successful organisation to manage the building themselves or with a managing agent. The option of the Council providing housing management and the offer of a grant of up to £400k are available. Tenderers will be invited to propose the shortest additional term required to make the project financially viable. The Council is tendering this contract through the London Tenders e-tendering portal, our preferred method of advertising and managing contract opportunities. Prospective Tenderers are advised to register their interest by going to https://www.londontenders.org/procontract/supplier.nsf Social benefits are relevant to this contract and the appointed supplier will be required to actively participate in achieving these objectives and contract performance conditions may relate to social, technical and environmental considerations. The supplier’s technical ability to meet these requirements shall be assessed at the pre-qualification stage. Sutton Council currently contracts with a diverse group of voluntary, statutory and private sector providers and encourages a range of organisations, regardless of size, to apply for this provision. We are committed to creating jobs and training opportunities though our supply chain. Background information and a pre-qualification questionnaire are available on the portal which the Council shall evaluate to identify the shortlisted suppliers to be invited to tender. The Council shall not be bound to accept the lowest cost or any tender and reserves the right to accept all or part of an offer. The award of contract shall be based on the most economically advantageous tender submitted. Deadline for expressions of interest and submission of a completed pre-qualification questionnaire is 16th July 2013 at noon.
