Description:
Derbyshire’s Local Government Reorganisation represents a significant and complex transformation. The programme will require the consolidation of ten councils into a new governance structure of either one unitary or two unitaries. Outcome 1 – Programme Governance, Planning and Mobilisation The supplier must: • Utilise the established governance structure and ensure Programme Boards and Programmes are properly constituted and organised from the outset, using PRINCE2/MSP methodology. • Support the design of a Programme Management Office (PMO) with definition of roles, reporting lines, escalation routes, and decision pathways, including implementation principles. • Support in the development of programme documentation including the programme brief and the initial programme strategy and programme plans • Strengthen programme governance through risk management, dependency tracking, and overall delivery confidence for the Chief Executives’ Group and Strategic Leadership Board. • Provide independent facilitation and structure that supports momentum and consistent collaboration across all ten councils. • Define Day 1 statutory and operational readiness requirements and produce a single integrated programme plan supporting transition to vesting day. • Support Programme and Project level (previously workstreams) mobilisation. Outcome 2 – Data Hub The supplier must: • Design and support the implementation of a centralised data hub including the governance and data architecture to consolidate currently fragmented datasets from all ten councils. Including the provision of data readiness tools, standards and templates. • Develop a validated service taxonomy to standardise data storage, categorisation and definitions • Create a unified, trusted evidence base for service redesign, business cases, financial modelling, and transition planning. • Ensure data consistency for Programme Boards to make informed and timely decisions. • Identify integration opportunities aligned to MHCLG preparatory activities • Support in the development of a MoU/Data Sharing Agreement for the implementation phase Outcome 3 – Public Service Reform (PSR) Vision & Transformation Roadmap The supplier must: • Facilitate design workshops and defining a vision statement • Define shared principles for reformed service delivery. • Produce a transformation roadmap aligned to LGR milestones • Bring real world expertise from previous LGR implementations, ensuring the ten councils follow proven transformation approaches and avoid common pitfalls. • Provide additional transformation capacity to relieve pressure on senior officers and allow councils to maintain business-as-usual delivery. • Strengthen cross council collaboration, alignment and culture-building to prepare for the new single or dual unitary arrangements.
