Description:
The current toll system was procured through an OJEU compliant process in 2006, with a maintenance contract commencing from the end of the guarantee period in 2007. The final elements of the maintenance contract expired in December 2017. Some elements of the system hardware are now obsolete and require replacement. Key support issues include: - parts of the bridge lanes’ automated vehicle classification system are no longer supported; - the manufacturer of the in-lanes tag reader is not willing to provide any guarantee about continued maintenance support; and, - Developer support for the operating system installed on mobile computers used for ferry collection is no longer provided. TB&TF wishes to modify interfaces to reflect lessons learned from a decade of operation in which customer payment technology has advanced significantly. It is appropriate that the system is refreshed to ensure continued operation meets customer expectations until the mid-2020s. A project to mitigate risk, associated with elderly or unsupported equipment, and to bring customer interfaces up to date, is thus required. Card payment technology is integrated into lane, back office and online services and in order to make timely progress and obtain realistic pricing, TB&TF must specify its preferred provider to the toll system developer. The supply in this regard will include software, payment terminals, secure and compliant hosting and ongoing support. Following completion of works and the expiry of guarantees, reliable maintenance of the updated bespoke tolling system will be required if reliable operation is to continue until replacement is considered in 5-6 years’ time.
