The awarded contract 9P3F-GK2DQP expired on 30th June 2020 and Cabinet approved recommendations to continue to utilise the incumbent providers until 31st September 2021 (via reports ASC/07/19 and SCH/21). A waiver to CSO’s was granted by Cabinet (ASC/37/21) until the 30th June 2022 exemption raised DN598446 but the contract formalities now need to regularised to cover this period with the addition of a further 2 months to allow for implementation and mobilisation of the new service. Due to the council’s statutory duties to assess and support carers of all ages, the contract has continued through conduct. The providers have continued to deliver services for carers and the council has continued to pay for the services. The original extension was to allow for a review of the services and a new procurement exercise, which has now been completed. A compliant procurement exercise has been conducted; however, due to the change in Contract Standing Orders, Cabinet authority is required to award the contract. Therefore, a short extension to Carers Services is required to allow a Cabinet Report to be brought forward in July to approve the contract award. The proposed contract extension is forecast to cost £154,244.34 from 30 June 2022 to 1st September 2022. This is budgeted for within the Adult Services Revenue Budget within the medium-term financial plan. Value for money and effectiveness has formed a key part of the new procurement exercise. Lot 1 – Adult Carers Service (18+) – Local Solutions Lot 2 – Young Carers Service (up to and including 25 years of age) – Barnardo’s Lot 3 - Carers Advocacy Service – The Brain Charity Lot 4 – Carers Health and Wellbeing Service- Local Solutions.
