Description:
This contract is one of three, under separate OJEU notices, that are being procured by Enfield Council on behalf of it and other contracting authorities (as set out in this notice). Lee Valley Heat Network Ltd (LVHN) is a company wholly owned by Enfield Council (see VI.3), and has been set up to provide a district heating network supplied via the Edmonton Eco Park Energy from Waste (EfW) plant and provide a heat service to residential and commercial developments in and around the borough of Enfield (the Strategic Heat Network). There may also be further satellite heating networks within or outside the Borough of Enfield which are supplied from a separate heat source (the Satellite Schemes). This contract is to design, build, operate (DBO) and maintain the District Heating Energy Centre (DHEC) and the Strategic Heat Network (Contract 1). The other two contracts are: • A framework for the operation and maintenance of the energy centres of the Satellite Schemes and the first mini-competition for Ladderswood Satellite Scheme (Contract 2); • A contract for customer services associated with the supply of heat through the Strategic Heat Network or a Satellite Scheme (Contract 3). The principal heat source to the Strategic Heat Network will be from the EfW plant on the EcoPark at Edmonton, owned by the North London Waste Authority (NLWA). A pipe to supply heat shall be routed from the EcoPark Energy Centre to the DHEC. The DHEC is proposed to be located on the Eco Park, but will be designed, built and owned by LVHN. The DHEC will contain gas boilers, large thermal stores, pumps, a control room, small offices, a meeting room and storage facilities. The gas boilers provide heat to meet short term peak demands, demands above the capacity of the NLWA heat supply and resilience should the NLWA heat supply be unavailable. The underground pipe network is intended to be sized to its final required size in Phase 1. However, its extent will only be installed to suit the initial predicted connected developments, with it being extended in subsequent phases as and when further connections are identified. Branches from the pipe network shall be routed in to developments and terminate within a heat exchanger substation. The provision of the heat exchanger substations and their controls is included within this contract although the plantroom will be provided by the developer. The first premises to be connected will be associated with Meridian Water, a development of between 5000 and 8000 homes plus commercial customers, with a predicted demand in Phase 1 of approximately 15MW.
