Description:
Leicestershire County Council (“the Council”) is inviting tenders for the “Service” being: (1) the supply of containers (as detailed in Schedule 5 of the form of Contract) for the collection of household waste electronic and electrical equipment (“WEEE”) and household waste batteries and accumulators (“Batteries”) (together “Waste”) at the Council’s designated collection facilities (“DCF”) (and potentially DCFs operated on behalf of other authorities – see below); (2) the collection and simultaneous replacement of containers together with the collection of Waste deposited at the DCFs but not stored in the containers supplied under (1) during the opening hours of the DCFs within twenty four hours (any hours on a Sunday from 00:00am until 11:59pm are not included but Saturday is included for the purposes of this calculation) of the Council (to include the Council’s DCF operator) making a request for collection and in any event undertake collection within forty eight hours (any hours on a Sunday from 00:00am until 11:59pm are not included but Saturday is included for the purposes of this calculation) of request. Containers must be available at all times at all DCFs made available under the contract; and (3) onward transport/haulage of the containers and Waste to an authorised facility for the re-use, treatment or disposal of the Waste. For the avoidance of doubt the Council is not seeking to purchase the containers under this contract. The Council is seeking to appoint a single supplier who will be an approved Producer Compliance Scheme (PCS) and Battery Compliance Scheme (BCS) (as regulated by the Environment Agency, Natural Resources Wales, Northern Ireland Environment Agency or Scottish Environment Protection Agency) by the commencement of the contract. PCS and BCS status must be maintained throughout the contract period. The successful tenderer will be required to collect household WEEE in the following categories: (1) large household appliances; (2) small household appliances; (3) IT and telecommunications equipment; (4) consumer equipment; and (5) lighting equipment (including fluorescent tubes);together with Batteries.
