Contract Ref BLGH16/RFQ04 enables a 1-year contract extension and this defines the updated requirements for the 1-year extension of Phase 2 of the Business Lincolnshire Sustainable Business Growth programme which will run for the period 1st July 2022 to 30th June 2023. Lincolnshire County Council wishes to retain Social Change UK Ltd to provide evaluation services to the Business Lincolnshire Growth. This specification sets out the aims and objectives for the evaluation, and the contract requirements for the 1-year extension of the second phase of the project. The support is focused on the provision of on-going evaluation for the Business Lincolnshire Sustainable Business Growth 2 programme which is an ERDF funded project activity as well as the activities of the wider Growth Hub which are BEIS funded. In addition, the supplier will provide analysis of the support that is available to Greater Lincolnshire businesses as a whole and identify areas of duplication or gaps. Business Lincolnshire Sustainable Business Growth 2 Programme As part of the Business Lincolnshire Growth Hub, in 2016 Lincolnshire County Council (LCC) commissioned its own business support programme – Growth Lincolnshire - a strategic and comprehensive Business Growth Support Programme, tailored to the specific needs of eligible SMEs within Lincolnshire. The Business Lincolnshire Sustainable Business Growth 2 (BLSBG2) Project is, in service provision, a continuation of 2 existing ERDF funded projects – the Business Lincolnshire Sustainable Business Growth Project (BLSBG) and the Business Lincolnshire Digital Business Growth Project (BLDBG). The Business Lincolnshire Sustainable Business Growth Programme – Evaluation contract is aligned with the above and is therefore also subject to an additional 12-month period of delivery. In phase 2, Businesses wishing to access support do so by making an appointment with a Growth Hub Adviser and undertaking a business diagnostic evaluating finances, processes, people and customers, competitive positioning and overall business strategy. This activity will be carried out one to one for larger growing businesses and one to many for smaller, steady state & lifestyle businesses. The results of the diagnostic will identify a tailored package of support for the business, either delivered by a team of specialist advisers, via event attendance or via a 3rd party provider, including 1 or more of the following: • Specialist support offered by BLSBG2 includes: • One to many advice via an event • One to one specialist diagnostic / advice from a team of Associate Advisers • Support from the Lincolnshire Technology Hubs • Support from the LCC/trading Standards Team • Specialist Scale Up Business Support • Grant Funding The team of Associate Advisers will include specialists in: • Finance Readiness • Finance Management • Supply Chain/Quality • Resource Efficiency • Digital Support including Cyber Security • Sales, Marketing and PR • Intellectual Property Audits • Business Strategy Coaching • Retails support (Revenue Advice) • Language and Cultural Support for businesses trading with China Growth Lincolnshire will support indigenous businesses located within the Greater Lincolnshire area, which includes the traditional county of Lincolnshire. North and North East Lincolnshire will continue to have their own respective dedicated Growth Hub Adviser operating under the programme. Partners for phase 2 include the University of Lincoln International Business School (LIBS) who are delivering one of the elements of specialist Scale Up support and Lincolnshire County Council Trading Standards who are delivering some legislative best practice support which is one of the strands of new specialist support available to any of the Growth Hub clients. A new partner for the extension of phase 2 is Neale Lewis Associates, who will be delivering the specialist Scale Up provision.
