Description:
Tender submissions are invited for the Collection, Treatment of plasterboard and other gypsum-based Material (“the Material”) arising at the fourteen Recycling and Household Waste Sites (“RHWS”) in Leicestershire. The Council is issuing this ITT to identify and appoint a suitable contractor for the Collection and Treatment of the Waste Gypsum-Based Material. The Council has 14 RHWS in Leicestershire: 13 are operated by Leicestershire County Council and 1 is operated by a private contractor. The Council is seeking to appoint a single contractor to: - provide and site Containers for the Collection of the Waste Gypsum-Based Material at the RHWS. - exchange full Containers for empty Containers at the RHWSs within twenty-four hours of being notified by the Authority that a replacement Container is required, i.e. before they become full. The Council or the RHWS contractor will notify the Contractor when Containers need emptying; - haul the Waste Gypsum-Based Material collected in the Containers to one or more Treatment sites to be provided by the Contractor; - treat/recycle/dispose of the Waste Gypsum-Based Material. For the avoidance of doubt the Authority is not seeking to purchase the Containers supplied. The Contractor shall provide Containers for siting on the RHWS on 1st March 2019. However there needs to be consistency of service so there may be some cross over from the incumbent contractor to the new contractor. This contract has been extended up until 28.3.2025. The value of the contract is estimated to increase up to a maximum of £245,000. The government have made a change to the legislation in regard to Councils being allowed to charge for the disposal of Plasterboard and Gypsum. The change was not announced until 22nd Nov 2023 and will come into force as of the 31st December 2023, giving the Council very little time to prepare for the impact accordingly. The extension until March 2025 will ensure the Council has a compliant and robust re-processor of Plasterboard/Gypsum material while new legislation is understood in terms of increased tonnages at the RHWS sites. Re-procuring the Contract at the present time would not give the council full understanding of increased tonnages coming into the RHWS sites and therefore would not be value for money, ultimately it could end up with higher costs for the council during the term of a new contract. The cost per tonne to treat the material will not change under the contract extension, there is merely expected to be more tonnage to treat.
