Description:
The current Cornwall Local Plan was adopted in November 2016, followed by CIL in 2019 and the Climate Change DPD in February 2023. CIL rates have been indexed in line with the changes in the BCIS TPI and it is understood that other planning obligations have also been extended with additional services requesting s106 payments. Development is now required to provide BNG and the national Building Safety Levy is due to be introduced in Autumn 2026; and both values and general development costs will have changed since the last Cornwall-wide viability work was undertaken. The Council wishes to explore and evidence the level of planning obligations that development can be expected to support, within the context of the affordable housing and other policies in the current Local Plan. This work is to be used to provide evidence to the Council on trade-offs between different community benefits under the current local plan, where viability is an issue. This work will then support decision making in the interim before the Local Plan is renewed. Both the CIL and the current Cornwall Local Plan viability work used a parish-based system of house prices, and these form the boundaries for the affordable housing policies as well as the CIL charging schedule areas. Any update work will need to be based on this geography although the Council may review this for the next Local Plan. The previous Three Dragons viability work for the Local Plan and CIL has used a set of generic typologies (representative of the type of development proposed in the Local Plan) as well as a sample of the allocations. Testing of the allocations was at a high level and included the policy approaches for these sites as well as any known site constraint costs.
