Description:
The London Borough of Sutton (Sutton Council) is seeking expressions of interest from suitably qualified organisations for the Management of Parking Services provision including civil parking and traffic enforcement and notice processing services. The main objectives of this contract are to ensure: Compliance with the parking regulations by issuing Penalty Charge Notices, with the option to progress to authorising the clamping and removal of vehicles at a later date under a Contract Variation; The free flow of traffic in accordance with traffic management principles and requirements; Equity in the use of the limited space available for on street parking by providing a visible on-street enforcement presence and carrying out enforcement against contraventions as and when they occur; and The orderly management of off-street parking spaces within the Council surface and Multi-storey car parks in accordance with the Off Street Parking Places Orders. The contract will be for a period of five (5) years, commencing on 6th April 2015, with the option to extend the contract for a further five (5) years in intervals of 2+2+1 years, at the sole discretion of Sutton Council. Sutton Council is tendering this contract through the London Tenders e-tendering portal, our preferred method of advertising and managing contract opportunities. Prospective tenderers are advised to register their interest by going to ht tps://www.londontenders.org/procontract/supplier.nsf   Social Value is the added benefit to the community following a commissioning/procurement process over and above the direct purchasing of goods, services and outcomes. It shall be a requirement for organisations to work with Sutton Council in delivering and measuring Social Value throughout the lifetime of this contract. Sutton Council currently contracts with a diverse group of voluntary, statutory and private sector providers and encourages a range of organisations, regardless of size, to apply for this provision. We are committed to creating jobs and training opportunities through our supply chain.  It is the opinion of the London Borough of Sutton that TUPE will apply to elements of this contract. Sutton Council shall not be bound to accept the lowest cost or any tender and reserves the right to accept all or part of an offer. The award of contract shall be based on the most economically advantageous tender submitted.   Deadline for expressions of interest and submission of a completed tender is Midday Monday 19th January 2015.   Please be advised that your organisation will be required to attend a tender clarification interview week commencing the 2nd March 2015.
