Description:
Wirral Borough Council is seeking to commission a Nicotine and Smoking Cessation Treatment Service which delivers excellent smoking cessation outcomes, is configured to meet the needs of the local people and provides excellent value for money for the residents of Wirral. The main purpose of the service will be to reduce the number of people in Wirral who are dependent on tobacco and nicotine. It is intended that service delivery will display the highest levels of innovation and quality. There will be financial incentives available for the successful provider for the delivery of enhanced performance in key areas of service delivery. The service will form an integral part of the Tobacco Control Strategy for Wirral and will aim to • impact positively on smoking related Public Health Outcome Framework targets • contribute towards a downward trend in smoking prevalence and tobacco use • reduce exposure to second-hand smoke The successful provider will be required to manage and deliver the service across Wirral to qualifying adults (see section 2 Specification) in line with NICE guidelines PH5, PH10, PH45 & PH48 and other relevant guidance. The provider will ensure that the service is delivered in line with the recommendations from The Marmot Review 'Fair Society Healthy Lives' and is aimed at the target populations detailed below: • Routine and manual workers, long-term unemployed and never worked groups • Pregnant women and their partners • People living in disadvantaged areas i.e. areas classified as the most deprived 20% of areas as defined by the Index of Multiple Deprivation • Black and Minority Ethnic communities • People with a diagnosed mental health condition • People with long-term conditions, such as chronic obstructive pulmonary disease, diabetes, coronary heart disease and asthma.
