Description:
Halton Borough Council is looking to commission a floating support service, to help promote independence, empower people to develop their capacity and skills, sustain their accommodation and prevent homelessness. The service will support people living in all types of tenure, including owner occupier, social and private rented properties and across all client groups including people with mental health problems, offenders, substance misuse issues and anti-social behaviour. Halton currently has two services, a generic housing support service and one working with people with mental health problems, providing support about housing issues and to access and engage with other mental health services. The services currently support about 190 people at any one time (150 to 160 on the generic service and 35 on the mental health service). During 2017/18 430 people accessed floating support services, and support needs include: • Homelessness prevention • Support to access alternative accommodation • Resettlement • Financial support, including budgeting, debt management, benefits advice, grants applications • Substance misuse issues • Anti-social behaviour • Hoarding • Mental and physical health problems The support provider will be required to provide person centred support across all client groups in line with assessed needs, including (but not limited to): • People at risk of homelessness • People with mental health problems • People with substance misuse problems • Offenders or people at risk of re-offending • Vulnerable families • Older people • People with social care needs, including learning disabilities, physical disabilities and physical health problems • People from BME communities This information is intended to give Tenderers a sense of the type and scale of activity associated with Halton’s Floating Support Services. It should be noted that Service demands can fluctuate and this information is provided as a guide. The Council cannot guarantee that this information is representative of future demand and shall not be held liable if lesser or greater demand occurs. The service has an indicative budget of £340,000 per annum.
