Description:
The Council wishes to award a contract for the provision of a North Yorkshire Children and Young People’s Service Learning and Wellbeing Survey. This is a biennial survey of North Yorkshire school pupils. The survey has been conducted in 2006, 2008 and 2010. In 2010, over 300 North Yorkshire schools and over 15,500 pupils took the survey. Comprehensive analysis of the results is undertaken at county, area, district council and school level and by vulnerable groups. A key feature of the analysis is the ability to produce trend information. Over the period since 2006 the set of questions, the analysis and the style and format of the reporting have all been developed to provide key data to identify and confirm priorities for education and health in planning provision and support to schools, children and young people. The reports produced are shared with schools and across the Children and Young Peoples’ Service and are used to inform strategic planning, evaluation and resource allocation. The reports are also shared with elected members, the Children’s Trust, North Yorkshire and York Primary Care Trust, North Yorkshire Police and other key strategic groups. We are now seeking to formalise the process of gathering this information and to take a longer term strategic approach in relation to this requirement. This will afford us the opportunity to implement an arrangement to further develop a longer term supplier relationship to provide a level of stability in the evidence gathering, collation, interpretation, presentation of the findings and trend analysis. In this respect we are proposing to let a Contract for an initial period of 10 years with the Council having the option to extend the arrangement for periods up to a further 4 years. The intention is for this contract to operate as a series of two year arrangements in respect of each biennial survey which may operate between 1st April 2013 and 31st March 2023, subject to on-going funding being available.
