Direct award of the provision of a 0-19s Integrated Public Health System for Children and Young People in Derby City for the period of one year with a potential to extend for a further one year. Maximum contract period two years. Annual value 7,234,580GBP with a total contract value of 14,469,160 GBP. Service comprises of: Health visiting (statutory ante-natal and post-natal visits up to the child’s age of 3); Specialist health visiting (asylum seeking and teenage pregnancies). School nursing – prevention in general schools and tackling risky behaviour (self-harm, etc). Young Person’s substance misuse up to age 19; Linkages across maternity and midwifery; Enhancing Family success (violence prevention programme); National child weight management programme; Child obesity strategy delivery; Vision screening and Oral health programmes; Delivery of the national healthy child and best start in life programmes. The 0-19s Integrated Public Health System for Children and Young People in Derby City comprises of: Health visiting (statutory ante-natal and post-natal visits up to the child’s age of 3); Specialist health visiting (asylum seeking and teenage pregnancies); School nursing – prevention in general schools and tackling risky behaviour (self-harm, etc); Young Person’s substance misuse up to age 19; Linkages across maternity and midwifery; Enhancing Family success (violence prevention programme); National child weight management programme; Child obesity strategy delivery; Vision screening and Oral health programmes; Delivery of the national healthy child and best start in life programmes. Elements of the interventions are statutory for the council. The Covid-19 pandemic hit the UK and significantly impacted the Local Authority’s Public Health Department. The continued impact of Covid-19 means we have not been able to launch the procurement of the above as planned to replace the current contract which expires on 31 March 2020. Continuation of the service delivery performed under this contract is needed to ensure that the council meets its statutory and legal obligations in this area; stabilise service delivery and staffing resources and to enable us to fully understand and evaluate the impacts of Covid-19 ahead of future procurements. The impact of Covid-19 has been, and continues to be, very significant. The 0-19s Integrated Public Health System for Children and Young People has had to quickly adapt, in particular to suspend face to face assessments and mobilise alternative methods of delivery. Alongside this Public Health and provider staff and resources have had to be restructured and redeployed to help deliver the operational response to Covid-19. There will be a need for the council to consider all future procurements under the soon to be announced direction of an Integrated Care System. A gap in service provision is not an option therefore the council consider it necessary to extend the service provision for up to 2 years via a mechanism determined by a voluntary transparency notice.
