Description:
Responses are invited to provide insurance policy cover and related services to Kent County Council (the council) commencing 1 January 2016. These can be to provide all cover and services or just part of the overall contract requirements as set out in the lots described within the ITT. The Council governs the non-metropolitan and unitary areas of the county of Kent which covers a geographical area of 1,368 square miles. It is the largest council based on budget and population with a resident population of 1.5m. It has statutory responsibility for delivering a diverse range of services which include education, safe guarding and social care for all ages, highways and transportation and waste management. The Council works with a disciplined business planning and operational framework which is supported by appropriate policies, embedded risk management procedures, good financial planning etc. It is a complex organisation that works in partnership with other public agencies, local business and the voluntary and community sector. Like all local authorities the Council has to make reductions in its budget. Through improvements in service efficiency and good business practice around £350m has been delivered in savings since 2010 whilst maintaining front-line services. Over this period the Council has also made some significant investments to improve services. For example, over £35m has been invested in Children’s Social Services over the last 4 years, £7.8m invested in roads to fix potholes in the last year alone and the continuation of a 3 year investment programme of £776m in our ambitious capital programme. Over the next three years the Council will have to save a further £206m. In response, the Council is reshaping its services through its ‘Facing the Challenge’ programme and developing more effective partnership working with the public, private and voluntary sectors of Kent to meet this challenge. Being clear about the outcomes to be achieved over this period is driving a disciplined approach in our strategic planning and commissioning. The budget supports a total staff role of 32,600 which equates to 21,400 FTEs. Of the total, 22,000 are school based staff and 10,600 are non-school based staff. The Council provides a wide range of services for residents, visitors and people working in Kent and included within the ITT are more details concerning services in the areas of : Ø Social Care – for Children, Adults, Elderly Ø Public Health Ø Children & Young People Ø Schools Ø Roads Ø Environmental Health & Protection Transport Planning Ø Countryside Access Ø Libraries Ø Waste Disposal Ø Registration of births, deaths and marriages Ø Coroners Ø Planning and land use Ø Trading Standards Ø Youth Services Over the years the Council has been insured by various insurance companies and Lloyds syndicates. Our relationship with all of our insurance providers is important to us and we value the expertise they can bring in partnership to help us manage our claims and risks. We have our own in-house claims team which deals with all Public Liability property damage claims up to £10k, motor own damage claims up to £100k and own property damage claims up to £250k with the assistance of loss adjusters. We do not handle personal injury or third party motor claims. Our approach to claims has been to reject where there is a defence, settle where there is a liability taking advantage of any Claims Portal savings wherever possible and to take a sensible approach to those claims that fall outside the Claims Portal. We expect our insurer and legal firms to be alert to existing and new case law and to use this to protect the Council in terms of its reputation and exposure to financial risk. Some areas of risk have notably reduced. Within the ITT we have tried show the impact that those risks which no longer remain with the Council have had on past claims experience. Two key areas where the risk profile has reduced are in relation to our motor fleets and school based losses. There has been a significant reduction in the motor fleet in recent years as the staff lease car scheme closed in 2011 and a substantial number of operational vehicles transferred to one of our wholly owned companies who have their own separate insurance arrangements. There has also been a significant reduction in claims for damage to properties largely due to the conversion of many secondary and junior schools to academy status.
