Description:
.1 The Works comprise, but are not limited to the items below: (i) Complete and safe removal or repair of asbestos materials (ii) Removal of all dust, debris and fibres within areas as specified in the Order including environmental clean & clear, decontamination of operatives, occupiers and contractors (iii) Full reinstatement with materials following the removal of asbestos to defined specifications (iv) Bulk sample analysis of ACM’s (v) Air & reassurance testing (vi) Collection, storage, transit and disposal of all asbestos and contaminated debris as special waste in accordance with current and relevant legislation. During the Contract Period, Orders will be placed on an ad hoc, demand-led basis for asbestos removal and associated works. The Contractor shall be aware there is NO guarantee that any of the works included and / or priced in Section 4 of this Schedule of Rates with Approximate Quantities will be ordered at any point during the Contract Period. .2 The Contractor’s attention is drawn to the following:- (i) The Contractor will be solely responsible for liaison with all the appropriate bodies to affect the Works. These bodies shall include, but are not restricted to: the Local Authority Highway and Drainage Departments; other Sheffield City Council Departments; South Yorkshire Police; Public Companies with Statutory Duties, and Utility Undertakings. (ii) The Contractor will be solely responsible for liaison with all owners / occupiers of property, which will or may be affected by the Works. (iii) The Contractor will be solely responsible for negotiating, establishing and financing any closures, diversions or alternative service provision required by the bodies referred to in (i) above if required by his proposed method of working. Such costs are deemed to be included in the Contractor’s tender. (iv) The Contractor will be solely responsible for all claims from third parties which may arise as a result of the Contractor undertaking the Works. .3 No guarantee of the actual number of properties in the project will be given and no continuity of work can be guaranteed. .4 Properties will be handed to the Contractor individually, each based on an Order. The scope of work to each property will vary depending on conditions prevailing at the time. .5 The Contractor shall allow in his rates for any additional costs in relation to out-of-sequence or uneconomical working methods and disruption due to the aforementioned criteria. 2/10 SH06070 .6 Rates and prices submitted by the Contractor will be fixed for a term of 2 (two) years up to 31st March 2023. The Contract may continue for a maximum of a further 48 months, subject to an annual performance and contract review by the Employer, for any Orders placed after 1st April 2023. The first review will take place in December 2022, with subsequent reviews in each following December, and the respective 12 months extension (e.g. from 1st April 2023) will be dependent on: budget availability, continuing good performance by the Contractor and agreement of a satisfactory inflationary adjustment to the rates and prices (see Clause 5.6 of the Conditions of Contract). The latest Contract end date is therefore 31st March 2027. This Schedule of Rates with Approximate Quantities does NOT necessarily give an indication of the works that are to be placed throughout the full 6-year Contract Term, but WILL be used to assess the competitiveness of the submitted tenders. .7 Notwithstanding item 1.1.1.2.6 above, failure by the Contractor to achieve a satisfactory score during any review may result in the early completion of the Contract at the discretion of the Employer. The reviews will take place in December of the relevant year to allow an assessment to be undertaken and notice provided of at least 2 months as to whether the Contract is to continue for a further 12 months (from 1st April of the relevant year).
