Low Interest Loans (LiL) Digital and Data delivery within the Social and Affordable Homes Programme (SAHP) project 1. Context and Scope The Supplier shall provide delivery of Low Interest Loans (LIL) digital and data capability, added to the SAHP project as a fourth LIL squad. The LIL workstream covers end-to-end Discovery through to Beta delivery of a digital solution for the LIL grant and loan application and allocation management journey. The Buyer shall retain oversight and final decision-making authority throughout. All delivery must adhere to GDS service standards, Homes England technical standards, and the programme 2. Low Interest Loans (LIL) Digital & Data Requirements 2.1 Scope The LIL workstream will be delivered as a fourth squad within the SAHP project. The scope covers end-to-end Discovery, Alpha and Beta delivery for a digital solution that supports the LIL grant and loan application, assessment, approval, allocation management and loan drawdown journey. Resources currently assigned to SAHP will be allocated to the LIL squad at the appropriate point in delivery, with the transition managed to protect SAHP delivery continuity. A LIL vs SAHP Impact Assessment 2.2 Objectives • Deliver a defined MVP for LIL launch, enabling Homes England to receive, assess, approve and manage LIL grant and loan applications digitally. • Align the LIL digital solution to GDS service standards, including appropriate service assessments at Alpha and Beta stages. • Enable basic external data sharing with partners if required. • Deliver business readiness activities to support launch of the LIL digital service. 2.3 LIL Deliverables • Discovery Report: Documented findings including recommended option for digital so-lution, scope confirmation, user needs, high-level plan and resource profile. • Alpha Prototype: Designed and tested prototype for the LIL end-to-end digital jour-ney. • Beta Digital Solution: Functional LIL digital application and allocation management capability, deployed to live service. • Data & Analytics: Defined and agreed MVP reporting requirements; reporting suite developed; basic external data sharing capability enabled as required. • Support Business Readiness: Business readiness plan, communications plan, train-ing materials and user guidance produced and delivered. • Service Transition: Knowledge transfer, documentation, runbooks and ELS support as per SAHP transition standards. • Support GDS Assessments: Awarded via online filtering tool CCS G-Cloud 14 - Lot3: Cloud Support
