Description:
The London Borough of Brent (“the council”) wishes to appoint a suitably qualified and experienced consultancy organisation to provide Employer’s Agent services, Cost Consultancy Services and Technical Advisory Services in order to deliver a new 150 place SEND School at London Road, Wembley. Despite lower pupil projections in mainstream schools, demand for places that meet the needs of children and young people with special educational needs and disabilities (SEND) is increasing. This is in part due to overall population growth, but also increasing diagnosis and the extension of services to children and young people aged 0-25 with SEND. Demand for special provision in Brent has been growing over the last three years, as set out in the School Place Planning Strategy 2019-2023 November refresh. The number of children and young people with EHCPs in Brent increased by 11% between Jan 2019 and Jan 2020. Nationally, there was an increase in the EHCP numbers of 9% between 2019 and 2020. The SEN2 return in 2020 recorded 2,426 EHCP's administered in Brent. In January 2021, this figure had moved to 2,806, a 16% increase in year. In order to meet this need, the council has a SEND Capital Programme consisting of a number of work-streams. One of these work streams relates to the design and build of a new SEND school in Wembley. This commission relates to the proposed SEND school only. It is the council’s intention to procure the design and build contractor via the DfE’s MMC1 Framework - Lot 2 - Scheme GIFA Rage 750m2 to 6,000m2. The successful consultancy organisation is expected to have experience of this framework. The council has completed a RIBA 1 feasibility report in preparation for use of the MMC1 framework. The council expects the consultants to create the employer’s requirements in order to procure the contractor via the MMC1 framework to undertake a Pre-Construction Services Agreement (PCSA) for the school to RIBA 4. The consultants will then provide technical advisory services (architectural, Building Services, Structural and Civils), Cost Consultancy services, CDM Advisor services and act as Employer’s Agent during the two-stage design and build contract with the contractor. The council requires the project to complete in October 2024. Please note, this is being procured via the RM 6165 Construction Professional Services - Lot 1 - Built Environment.
