Description:
The Council’s Cabinet on the 22 July 2010 created the present Strategic Change Programme (SCP) directed by a Board chaired by the Council Leader with the details managed by the Programme Director and a Programme Office (SCPO). The Cabinet’s directive also included a requirement to use a Programme Control System for the management of all SCP projects. The Council initially procured a hosted Portfolio Management System to manage its Strategic Change Programme (SCP) projects for one year. The length of the initial contract was to allow the Council time to complete a review and determine what functionality it required to effectively control not only SCP projects but also provide a corporate platform for the management of all projects. The Council now seeks a more permanent solution hosted on the Council’s ICT facilities to take over from the hosted solution including all of its data by the 1st November 2011. Wirral Borough Council will only consider awarding the contract to suppliers who are able to grant the Council a perpetual licence for the use of the supplier’s software. The contract will be awarded for an initial period of five years with an option for an additional two renewals, each for a further five years, based on performance and outcomes detailed in the Invitation to Tender (ITT). The initial contract will be for the supply of software and licence for its use, implementation services and five years’ support and maintenance. The contract has the option of 2 additional 5 year extension periods.
