Description:
Warrington Borough Council is seeking to commission home care services which will help and enable people to maintain their independence and continue living in their own homes. Warrington Borough Council currently provides home care to over 1,625 people in an area of 182 square kilometres. Last year, the Council spent over £4.7 million on home care through its framework contract, delivering an average of approximately 9,700 hours of care per week with over 900,000 visits per year. This is currently provided by 10 home care providers and, in some cases, it is likely that TUPE may apply. Over the next four years Warrington Borough Council would like to commission home care services which can deliver traditional ‘task based’ home care, whilst working with the Council to develop care services which are more focussed on re-ablement outcomes for individuals which may benefit from this approach. It is anticipated that people accessing the service may come from any of the following service user groups: Older People; Older People with Dementia; Mental Health; Physical Disability; Learning Disability and Children. In addition, the Council may seek specialist provision within the contract to include service users with ABI; Autism; CHC; Palliative and other Health needs. The Service will ordinarily be provided within the borough of Warrington and will be provided for Service Users who meet the Councils’ eligibility Criteria “Fair access to Care” as agreed by the Council. The Service will provide a high quality Domiciliary Care Service to Service Users, that will include the provision of care services which enable Service Users to continue living independently in their own homes for as long as is possible according to their wishes and preferences. The Service will ensure that the focus of intervention will be on care and support which assists the Service User to achieve the maximum degree of independence. The Service will be provided in a person centered manner, which places the needs of the Service User first on all occasions and ensures that Staff are punctual, consistent and reliable, providing an integrated services so that the Service User is exposed to as few intrusions into his/her privacy as possible. The Service will operate ordinarily between the hours of 7.00 am and 11.00 pm, 7 days per week, 52 weeks per year. The final structure of the service is currently under development, but it is likely that there will be lots available to bidders which may encompass both framework options and bespoke contract opportunities for specific geographical zones and/or specialist provision. Warrington Borough Council is seeking providers of home care services who can demonstrate previous experience of delivering high quality home care and who also have a commitment to developing innovative outcome focussed approaches.
