Title: SS1420 Community, Mental Health and Wellbeing Service Summary:      Kent County Council (KCC) is the largest county council in England covering an area of 3,500 square kilometres. It has an annual expenditure of over £900m on goods and services and a population of 1.3m. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 289 parish/town councils.  Kent County Council (KCC) and Kent Clinical Commissioning Groups (CCG’s) are responsible for providing community prevention and early intervention services for mental health, recovery and wellbeing. These services are universal and provide support for individuals living in the community with a diagnosed severe mental health problem and for those experiencing common mental health problems such as anxiety and depression. KCC and the CCG’s are working together to develop an integrated Community Mental Health and Wellbeing service. This service will ensure compliance with statutory responsibilities and offer a consistent and equitable service across Kent (excluding Medway). The model sits outside of secondary mental health services and will form a key part of an integrated pathway across the voluntary sector, primary care mental health and social care and include public health initiatives to ensure there is appropriate, equitable, timely and cost effective interventions for vulnerable people in the community. Key aims of the service are to; aid recovery and prevent relapse, improve health and social care outcomes for individuals with poor mental health and wellbeing, prevent suicide and reduce the stigma of mental illness. This new service will be delivered by a Key Strategic Partner model with a diverse network of providers (delivery network). There will be four separate contracts (Lots) as shown below: 1.    Dartford, Gravesham, Swanley (DGS) and Swale Clinical Commissioning Groups Area 2.    West Kent Clinical Commissioning Group Area 3.    Ashford and Canterbury & Coastal Clinical Commissioning Groups Area 4.    South Kent Coast and Thanet Clinical Commissioning Groups Area The four contracts listed above will be for 5 years with extension options for a further 2 years (Note: the Improving Access to Psychological Therapies (IAPT) and Primary Care Mental Health Specialists services with DGS and Swale proposal is for 3 years). The four contracts will be flexible to allow for further investment over time. The total value of this contract is anticipated to be no more than £32 million for the life of the contract (5 years + 2 year optional extension). The funding available when the contract is awarded will be per lot and distributed based on the needs of the population. The service will be focused on the delivery of outcomes and we are keen to see a diverse range of providers in the delivery network. This may include providers who have not traditionally delivered mental health and wellbeing services.   Award contracts: January 2016 Mobilisation: January – March 2016 Contract Start date: 1 April 2016
