Description:
Kent County Council (the Authority) is the Waste Disposal Authority (WDA) for the County of Kent. The county also comprises of 12 Waste Collection Authorities (WCA). This two-tier administration coupled with the geographic size of the county necessitates a network of waste Transfer Stations to receive and bulk-up materials collected kerbside from Kent householders and for cost effective arrangements to be in place to process Waste. The Authority has a strong track record as a high performing WDA.   Tenders were invited from suitably qualified and experienced Providers who are interested in tendering for the following service: To provide food waste processing capability and capacity for separately collected food waste arisings from Kent household kerbside (KS) collections.   Food Waste will be delivered (hauled) by the Authority to processing outlets through other contract arrangements or directly by the relevant Waste Collection Authority.   The Authority requires that the output product from the Treatment Facility for Food Waste meets the standard of BSI PAS 100 and 110 accreditation (or equivalent) for composting and anaerobic digestion respectively; the Animal By-Products Regulations 2011 approval (or equivalent); AHVLA registration (or equivalent); be Quality Protocol Compliant (or equivalent).   The Provider must provide a full reporting and audit trail in respect of all Waste serviced under this Contract, from the point of receiving the Food Waste, to end processor. All data must be provided by the Provider to the Authority for auditing and performance reporting.   The Authority is interested in a variety of technologies for this requirement, to stimulate innovation from the market place in developing new technologies and / or facilities to handle the treatment of this material in the most cost effective way.   There is an indicative total tonnage of 17000 tonnes per annum. This indicative tonnage may vary over the life of the Contract and, therefore, does not form any basis of quantity guarantee.   Due to the re-development of the Transfer Station which accepts one of the in scope Borough’s Food Waste deliveries of approx. 4000 tonnes (out of the total 17000) per annum may not commence until March/April 2015 at the earliest.   The total indicative tonnage over the initial Contract term (62 months) is 87800.   The initial contract term is 5 years 2 months (62 months) with an option to extend in two phases; the first for a further 4 years (48 months) and the second for a further 2 years (24 months), resulting in a potential total contract term of 11 years 2 months (134 months).   The contract is anticipated to commence from 02 February 2015.
