Transition Support: Restarting Transformation
direct award of a 4 month contract (01.12.21 – 31.03.22) to Price Waterhouse Cooper under the London Borough of Barnet’s Cross Council Assurance Framework. This will provide the Council with the necessary external support for a safe and successful transition from interim emergency measures back into an effective programme of transformation, following the current reduction activity.
The contract will focus on:
1. Leadership and Co-ordination: that supports overall programme planning, engagement events (collaboration on 3 key workshops) and transformation readiness given impact of current activities
2. Stabilisation: Removing capacity from the organisation will drive a need to rapidly fix or stabilise processes. Combining with internal teams to develop a monitoring, process improvement and a change toolkit will be key to stabilising the organisation
3. Transformation Preparation: While we are not at the beginning of our transformation journey, the opportunity to reboot the transformation effort and set out the detailed plan for the implementation of the Target Operating Model that includes changed behaviour, processes and developing a new Cornwall Council way of working – a strategic case for change.
4. Support for the tier 1 – 4 design work: includes the alignment of the proposals to the Target Operating model, with a strategic narrative ahead of engagement, the development of role profiles and the planning of consultation activities while our Internal teams are supporting the current consultation effort.
5. Mitigation of resource risks in the Pay and Reward element of Shape: where there may be modelling support and advice to the negotiating team and support to co-ordinate and enable the collective agreement. This work is not costed and if required will be delivered through agreement to descope other deliverables in this fixed price proposal.
The deliverables under this arrangement are as follows:
Leadership and Coordination:
Key activities
1. Plan and deliver leadership workshops to rebuild momentum towards transformation
? Plan and facilitate a series of three practical, engaging workshops with Cornwall Council leadership to enable development of transformation plans and support ongoing senior management changes. These are to be co-designed, but expected to cover reflection, route ahead for transformation, developing priorities and success measures
? 1:1 engagement with CDT members between workshop to reflect and prepare key messages, outcomes and outputs.
? Collate workshop outputs into overarching transformation narrative, priorities and strategic plans to deliver.
2. Enhancing visibility and grip on programme delivery, risk management and benefits realisation
? Embedded support within the core programme team to support the monitoring and reporting of key programme management, risks and benefits, providing additional capacity to manage and mitigate transition during transition of workforce changes.
? Review and develop recommendations on Cornwall’s readiness to deliver whole-council transformation, including knowledge sharing and upskilling across the core programme team so it has stronger, sustainable transformation capabilities.
3. Additional senior expertise to plan and steer council-wide transformation
? Regular 1-1 discussions and coaching for members of the senior leadership team, as well as participation in strategic governance forums, to help manage the significantly complex and interdependent changes across the whole council.
? Provision of strategic transformation expertise, which will include, but is not limited to: critical challenge into the delivery of change and scoping of transformation; access to subject matter experts; provision of contacts to peers in other organisations.
