Description:
The Tower Hamlets schools cycle training programme is an integral part of the Council’s ambition to ensure more trips are made by bike, more safely and more often in the Borough. The scheme, which is offered to all schools in Tower Hamlets, subject to availability and eligibility, has proven hugely successful over recent years in terms of the number of participants being trained. For the last two years we added a requirement for a wide range of interventions to augment the training which has increased the percentage of pupils who underwent training and cycle to school as a result. This contract is for Level 1 cycle training with interventions to encourage uptake of cycling to school. Depending upon additional funding, Level 2 and Level 3 training may also be included within this contract either directly or as an additional, external contract. Mandatory interventions currently include cycle training parents of children being trained, providing bikes to schools as required for pupils and parents to cycle to school together and setting up and running cycle clubs in schools. The Tower Hamlets Youth Sport Foundation (THYSF) is offering a similar but separate contract for Level 2 and Level 3 training during the same period. The foundation is based at Langdon Park School Community Sports College, Byron Street, London, E14 0RZ. This is an innovative ground-breaking approach to contribute to the overall objectives of Bikeability, which in Levels 2 and 3 include using safety training and skills taught to enable pupils to cycle to school. The Contracting Authority shall enter into the contract with the preferred bidder. In the event that the preferred bidder is unable to deliver the Contracting Authority’s requirements, the Contracting Authority reserves the right to enter into a contract to deliver any additional requirements with the reserve bidder, being the bidder who ranks in second place in the evaluation process. No guarantee of volume of services are given to either the successful bidder, or the reserve bidder. The anticipated contract start date is: Monday, 1st September 2014 The estimated value of the contract is: Between £80,000 and £250,000 Per Annum For a period of: 12 months with possibly two one-year extensions. Tenderers are responsible for allowing sufficient time to submit their ITT/PQQ. The Council accepts no liability whatsoever for ITT/PQQs that are not submitted due to internet connectivity issues, transmission delays or errors.
