This procurement is being led by the Borough Council of Gateshead on behalf of itself and The Council of the City of Sunderland. The Borough Council of Gateshead and the Council of the City of Sunderland will enter into separate contractual arrangements with the successful organisation(s).The Contracting Authorities are seeking the provision of a Service for the Management and Operation of Household Waste Recycling Centres in Gateshead and Sunderland which are provided to discharge the Contracting Authorities statutory duty under Section 51 of theEnvironmental Protection Act 1990. The facilities are available free of charge for Customers. This Service will include the clearance and transportation of Materials to material markets to enable its processing or disposal and responsibility for the overall cleanliness of the Facilities, repairs and maintenance and opening and closing each day. Tenderers are invited to attend a workshop on Tuesday 25th March which will provide guidance on the pricing schedule and will allow the opportunity to view the site design plans for Campground HWRC which is currently being refurbished. Attendance is by appointment only and a maximum of 2 attendees will be allowed per organisation, individual appointments will not be offered. The workshop details are as follows: - Location: Cowen Road Training Room, Cowen Road. Blaydon NE21 5TW Time: Between 10am and 12 noon Site visits to Cowen Road HWRC, Campground HWRC and Beach Street HWRC will also be offered to assist Tenderers to prepare their tender submissions. Tenderers will be able to view thecurrent site layout, containers, signage and site access routes.The site visits will take place on 25th March 2014 at: Cowen Road HWRC, Cowen Road, Blaydon, Gateshead, NE21 5TW. Following the workshop detailed above between 11.30am and 12 noon. Campground HWRC, Springwell Road, Wrekenton, Gateshead. NE9 7XW. On the afternoon of the 25th March 2014 by individual appointment only. As this HWRC is undergoing construction works attendees must wear appropriate Personal Protective Equipment including hard hats, steel toe cap boots and high visibility vest/jacket. Beach Street HWRC, Priestley Crescent, Deptford, Sunderland, SR4 6BU. On the afternoon of the 25th March 2014 by individual appointment only. Attendees must wear appropriate Personal Protective Equipment including sturdy footwear and high visibility vest/jacket. Appointments for the workshop and site visits must be made by contacting Shaun Naylor, shaunnaylor@gateshead.gov.uk ; by 21st March 2014 at 12:00:00 noon. Tenderers should register attendance, including the names and job titles of those who will be attending. Tenderers requesting site visits will be allocated an individual time slot for the site visit to Campground and Beach Street HWRCs. The site visit will last no longer than half an hour and will be allocated on a first come, first served basis The contract has been split into two lots and tenderers may submit a response for one or both Lots. Lot 1 – Gateshead comprising:Campground HWRC This facility is currently being refurbished and is due to reopen on the 1st August 2014. Based on statistical analysis from 2012/13 there are approximately 170,000 visits to the Facility per annum Cowen Road HWRCThis facility opened in 2000. Based on tatistical analysis from 2012/13 there are approximately145,000 visits to the Facility per annum. Due to budgetary constraints the Contracting Authoity is reviewing Service provision and the longer term future of these Facilities therefore this may be subject to change during the Contract Period. Lot 2 – Sunderland comprising: Beach Street HWRC This facility opened in the 1980’s and is available to 124,000 households in the borough. When preparing their tender, Tenderers will be expected to be familiar with the Joint Municipal Waste Management Strategy and the National Waste Strategy. The Service will commence on 1st August 2014 to the 31st March 2017 initially, with an option to extend for up to a further 36 months. The Contracting Authorities reserve the right not to award the Contract if the submitted rates do not fall within the affordability envelope which reflects current budget provision for this Service.Tenderers can elect to propose costs lower than those within the affordability envelope.The affordability envelope figures are based on the total budgeted cost for the initial contract period commencing 1st August 2014 to 31st March 2017 as follows: Lot 1, Gateshead: £1,396,000 to £1,470,000 Lot 2, Sunderland: £980,000 to £1,031,000 There will also be a requirement for the Contractor to transport Green and Residual Waste to Delivery Points identified by the Contracting Authorities and to arrange adhoc collections of Containers from the Contracting Authorities premises. All WEEE and Bring Site Materials will be collected from each Facility by a Servicing Agent which has been arranged by the Contracting Authorities under separate contractual arrangements. Unrestricted access must be allowed in to the Facility for such collections. The contract includes incentive payments to maximise the Reuse, Recycling and Composting of Materials in line with the five step waste hierarchy in the Waste (England and Wales) Regulations 2011 in which Materials shall be prioritised in the following order: -*Waste Prevention *Reuse *Recycling *Other forms of Recovery *Landfill It is likely that there will be a Transfer of Undertakings Protection of Employment (TUPE) transfer in relation to this Contract.
