Description:
This contract is one of three, under separate OJEU notices, that are being procured by Enfield Council on behalf of it and other contracting authorities (as set out in this notice). Lee Valley Heat Network Ltd (LVHN) is a company wholly owned by Enfield Council (see VI.3), and has been set up to provide a district heating network supplied via the Edmonton Eco Park Energy from Waste (EfW) plant and provide a heat service to residential and commercial developments in and around the borough of Enfield (the Strategic Heat Network). There may also be further satellite heating networks within or outside the Borough of Enfield which are supplied from a separate heat source (the Satellite Schemes). This contract is to: • Provide a metering and billing service to all LVHN’s residential and commercial customers • Provide a meter maintenance services to all LVHN’s residential and commercial customers Provide pre-payment meter services for residential customers as required Provide HIU maintenance services for residential customers • Provide a single customer help desk to all LVHN’s residential and commercial customers, and • Include an interface to the operation and maintenance contractors of the Strategic Heat Network and each Satellite Scheme. • Provide a debt management service and other customer services required for any development. The other two contracts are: • A contract for the design, build and operation of the District Heating Energy Centre (DHEC) for the Strategic Heat Network (Contract 1). • A framework for the operation and maintenance of the smaller energy centres of the Satellite Schemes and the first mini-competition for Ladderswood Satellite Scheme and possibly some metering and billing services (Contract 2); Meridian Water: The Meridian Water development will be the first large development of residential and commercial customers to connect to Strategic Heat Network. In phases, the developments will consist of 5000 homes, with the potential for this to increase to 8000 homes. Customers are expected to require a service from late 2017 or early2018. Meridian Water will create approximately 15MW of heat demand, and the District Heating Energy Centre on the Eco Park is being designed to have a capacity of approximately 70MW. Ladderswood: Ladderswood is a new estate that consists of around 500 homes, some retail space and an hotel. This the first Satellite Scheme and will have its first customers in September 2015, and the remainder over the following two years. Alma Estate: Alma Estate consists of around 1000 homes and extensive community buildings. This is expected to be the second Satellite Scheme and to have its first customers in September 2016. New Avenue: New Avenue consists of around 350 homes. This is expected to be the third Satellite Scheme and to have its first customers in September 2017. Future Developments connected to the Strategic Heat Network: It is expected that there will be several more developments requiring Customer Services that will connect to the Strategic Heat Network. Future Satellite Schemes: It is expected that there will be several more satellite schemes requiring Customer Services within Enfield and nearby London Boroughs.
