Description:
Land support requirement up to the planning stage. This is project related costs not consultancy. The Council team require the support of Land Agents specialising in acquiring land for major road projects. This support is listed below. As required: 1. Participation in Project Team meetings 2. In advance of submission of planning application: (i) Input to design / accommodation works details to minimise objections / reduce compensation. (ii) Agricultural Impact Assessments 3. Supporting (i) meetings with Landowners and the owners of properties within the Safeguarding Boundary. It is envisaged that each landowner will be met with as necessary but this is likely to be at least 3 meetings each and quite possibly more where there are specific issues to be resolved. (ii) dealing with the land agents representing the landowners and where needed checking their reasonable claims for the Council Officer responsible for payment. (iii) Public engagements – the intention is to run another engagement prior to submission of the scheme into planning. We envisage that one of the evening sessions will be organised solely for landowners and their agents to meet with the team, Local Members (Cornwall and Town Councillors, the MP and key local influencers). 4. Prior to making of CPO: Input to drafting Statement of Reasons and CPO (and Book of Reference). Action to demonstrate that the authority has made a reasonable attempt to acquire affected land by agreement: (i) opening letters to owners and tenants providing details of the scheme and asking them to confirm (i) ownership / property interest in the affected land, (ii) existence of any other parties’ interests and (iii) indicate whether they are prepared to sell it by agreement. Including an offer to attend a meeting with the parties or their representatives to discuss the proposals and clarify any points arising in relation to them or the proposed accommodation works 5. Provide estimates of the compensation payable for budgetary purposes and updating these over time as required.
