Advert for Kent County Council Home Care Tender Background Kent County Council (the Council) is the largest local authority in England covering an area of over 3,500 square kilometres. It has an annual expenditure of over £1bn on goods and services and a population of 1.48m. The Council provides a wide range of services on behalf of its residents, operating in partnership with 12 district councils, 289 parish/town councils and the NHS. The Council is embarking on a journey to transform adult social care in Kent (http://www.kent.gov.uk/adult_social_services/transforming_adult_s ocial_care.aspx). It is imperative that individuals are at the heart of adult social care activities receiving services that are easy to access, of good quality and that maximise their ability to live independently and safely in their community. By working in new and innovative ways with our partners in the NHS and organisations in the care sector we will: · focus on prevention and targeted interventions · ensure that services respond rapidly and are more effective · support carers and empower individuals to do more for themselves Responsive, outcome focused Home Care will be vital to the delivery of transformed services to our residents. Home Care (or Domiciliary Care as it is sometimes referred to) is the timely care and support provided by professional carers to individuals in their own home to support their independence in managing activities of daily living. A good Home Care service supports individuals to take greater control of their lives by providing Individuals with the skills to maintain a good quality of life by helping them to retain and develop skills to enable them to maintain independent, fulfilling lives for as long as possible. Great Home Care involves putting the Individual (and their primary carer/family) at the centre of decisions about how they are supported and cared for. Services should be provided in such a way that the Individual feels involved, secure and confident in the care and support delivered to them. Process The Council are inviting expressions of interest from CQC registered Home Care providers who can provide this service to the residents of Kent. In addition to the Council, this contract will be made accessible to the Kent Clinical Commissioning Groups (CCG’s) listed below and the Kent and Medway Commissioning Support Unit (KMCS). Kent Clinical Commissioning Groups (CCG’s) - NHS Ashford CCG - NHS Canterbury and Coastal CCG - NHS Dartford, Gravesham and Swanley CCG - NHS South Kent Coast CCG - NHS Swale CCG - NHS Thanet CCG - NHS West Kent CCG All expressions of interest must be completed via the Kent Business Portal. The portal can be found at the following web address: www.kentbusinessportal.org.uk. No te that you will have to register in order to express an interest. This expression of interest process will open on 13 September 2013 and close on 6 October 2013. All providers who express an interest in this tender will be asked to complete a Pre-Qualification Questionnaire (PQQ) which will include financial assessment using a credit rating supplied by N2check. The PQQ stage will open on 13 September 2013 and close on 6 October 2013. Providers who are successful in passing the PQQ stage will undergo a quality audit carried out by an external quality auditor. This audit will establish that provider’s services are of the required quality. The quality audits are likely to occur from 7 October 2013 until 6 December 2013. Providers who are successful in passing the quality audit will then receive the Invitation to Tender (ITT) documentation which will include the Council’s requirements for the service. It is proposed to issue the ITT on the week commencing 9 December 2013. Provider Briefing Sessions will also be held at this time. Responses to the ITT will be due by 13 January 2014 with the contract awards taking place on the week commencing 3 February 2014. The contract will commence on 1 April 2014 and, unless terminated in accordance with the Conditions of Contract in section five of the ITT, will continue for 1 year until 31 March 2015, with provision for two 1-year extensions. The seven CCG’s listed above will also be used as the lots for this tender. There is potential for CCG areas to be aggregated with geographical neighbours and therefore contracts may be awarded to a provider for more than one CCG if discounts are commercially advantageous. Further details on the lotting strategy will be provided in the ITT.
