Description:
1.Halton Borough Council and Warrington Borough Council (Contracting Authorities) are collaborating to jointly procure this term services contract. The Contracting Authorities are seeking one main contractor for each lot to undertake the whole of the following described works and services. The Contracting Authorities are seeking economies of scale preferably to be achieved by having a sole contractor for both lots, however the Contracting Authorities reserve unto themselves at their absolute discretion, the right to appoint separate contractors to each lot should this prove to be the most economically advantageous option. 2. The Contracts will cover public works, which include, but are not limited to, various programmed and reactive works connected with the highway infrastructure and environment in the Contracting Authorities areas, as well as works which create or improve transportation assets. It is also anticipated that the contract will include, but again not be limited to, services connected with the maintenance of assets in the interest of safety and amenity; and response services to react to emergency situations and civil contingencies. 3. The following are expected to be included within the scope of the contracts:- Reactive Maintenance Works: Signing and making safe, Response repairs to highways, road markings, bridges, retaining walls and similar structures, street furniture, drainage and flooding. Programmed Maintenance Works: Programmed potholing and patching, programmed resurfacing, programmed maintenance works to highways, road marking, drainage, car parks, signs and street furniture. Schemes: Schemes including street lighting , road marking, drainage, traffic management and Environmental Enhancements, Cycling and Pedestrian Schemes and Developer Schemes under Section 38 & Section 278 of the Highways Act 1980 relating to the development of highway infrastructure etc, Routine maintenance services; Drainage clearance, Verge maintenance and weed spraying for public rights of way, Winter and emergency response service; Precautionary salting, Snow and ice service, Manpower emergency response service, 4. Further details of the scope of services to be provided under the contract will be made available to prospective Tenderers at the pre-qualification stage. 5. Compliance with the Transfer of Undertakings (TUPE) Regulations 2006 will be required. Information on staff involved in servicing current arrangements will be provided to short-listed Tenderers at the Invitation to Tender stage. 6. During the life of the contract there may be some extension of provision should other adjacent authorities or public bodies require to have services provided under the contract provided by either of the Contracting Authorities. The initial Contract term will be for a period of 6 years commencing 1st April 2013 and ending on 30th March 2019 with options to extend for up to 4 years by way of 4 individual extensions each of one year duration subject to satisfactory performance and pricing agreement giving a maximum contract duration of 10 years. The total value of the contract is expected to be in the region of £70 Million over the full term, including options. Current annual spend through existing arrangements is approximately £3.5 million for Halton and  £3.5 million for Warrington. The contracts have no guaranteed minimum value and will not be constitute monopoly arrangements. Any indications as to value are good faith estimates based on current and historical information and may be subject to fluctuation due to demand or budget availability. The preferred approach of the Contracting Authorities is to appoint a single contractor to both lots to achieve economies of scale, accordingly Tenderers must submit bids for both lots, however the Contracting Authorities will appoint separate contractors to each lot if deemed to be economically advantageous. Pre Qualification documentation for this contract will be available to interested suppliers from 14th May 2012. The closing date for submission of Pre-Qualification Questionnaires is 12th June 2012 - interested parties should note that they may express interest and obtain the PQQ document at any time up to that date but the deadline for submission will NOT be extended for late entrants.
